The transport infrastructure in the Philippines was identified by World Bank is inadequate because transport infrastructure is an enabler of economic development. The road network is of poor quality, which makes connectivity and efficiency in the delivery of goods, difficult but almost impossible in some remote areas. CPRSX conducted an independent nine month study of the Philippines transport infrastructure, only in relation to managing its JV Partners transport needs, refrigerated food transport and our allied business projects. The focus of the CPRSX transport research centred on whether or not, the current transport infrastructure in the Philippines had the capacity to deliver fresh farm produce to local, National and overseas markets? CPRSX identified numerous, but more likely thousands of new and amazing employment and business opportunities within the existing transport infrastructure. Our study concludes that Jeepney, Van and tricycle operators can and will provide the transport backbone for CRSX’s transport needs in all areas of business, by implementing the CPRSX Transport Network Management Strategy.

The benefits of the CPRSX Transport Network Management Strategy are increased operator income, increased employment, increased opportunities, increased commercial activities nationwide. In CPRSX implementing the Australian style up-skilling, training and learning policies and by fully integrating them with the traditional Philippines customs, habits and work ethics CPRSX is enabled to introduce and implement new industries and socioeconomic opportunities completely overlooked by the World Bank study and report.  The outstanding elements of the CPRSX Transport Network Management Strategy is that it is underpinned by the Principles of Reciprocity, Inclusiveness, Human Rights, Sustainable Development, Carbon Emissions and Climate Change Mitigation and Inclusiveness.    

After determining our transport logistics management needs, we identified even more transport business opportunities for our JV Partners that can be operated in concert with their food production businesses with relative ease. The CPRSX Transport Network Management Strategy for refrigerated food transport is absolutely complementary to the existing Philippines roads infrastructure, driving conditions and distances yet flexible in its structure to change and adapt to any road network that is upgraded in the future. This CPRSX study focused on public and private transport, refrigerated food transport, accessibility, utility, convenience, costs, efficacy, variety, ingenuity and innovation with positive outcomes in all areas. The CPRSX Climate Change Action Plan ™ therefore overcomes all transport infrastructure weaknesses and perceived obstacles, in all areas of food production, warehousing and distribution even in the most remote areas.

CPRSX Transport Network Management Strategy .  

The World Bank states that insufficient infrastructure constrains economic growth and poverty reduction because Philippines transportation is relatively underdeveloped, partly due to the country’s mountainous areas, scattered islands and Governmental mismanagement and lack of spending. Road congestion is high and it follows that transporting fresh farm produce over long distances is considered difficult and in other areas impossible. The CPRSX Transport Network Management Strategy takes account of narrow and undeveloped roads and that a 130 km road trip can take from 2-5 hours depending on the region, the state of the roads and traffic congestion. CPRSX will use refrigerated food transport vans to overcome and manage other distance and delivery obstacles.

The Philippines Jeepney is the most popular form of public transport, followed by tricycles, commuter vans and coaches. Public transport absolutely relies on Jeepneys’, tricycles’, commuter vans and coaches’ which are in fact, very low cost and most efficient. They arrive and depart in a timely manner because the demand is high and the operators are highly experienced; there are also numerous pickup and drop off points. Their transport schedules and networks are very well coordinated. Even though demand and patronage is extremely high, the public transport system is fast and more convenient to use than a private car. The CPRSX Transport Network Management Strategy identified this this ‘convenience factor’ as a major transport strength.

Traditional Filipino Customs and Habits

The Filipinos are accustomed to and reliant on Jeepneys’, tricycles, commuter vans and coaches for transport needs. This custom is ingrained in their social habits and economical structure; for good reason. Jeepneys, tricycles, commuter vans and coaches are also used to transport goods and products. There are terminals and stations almost everywhere from which the Jeepneys, tricycles, commuter vans and coaches depart and arrive. To send a package or parcel, one simply  hands the parcel over to the operator of any particular route, and they will deliver it door-to-door at very low cost.

The World Bank Report concluded that in order to ease infrastructure constraints, the Philippines need to achieve an increase in infrastructure investments to at least 5% of GDP and an increase in the efficiency of spending. The CPRSX Transport Network Management Strategy for the food transport of refrigerated food and allied goods does not require increases in infrastructure development.

Export and Domestic Market Air-Transport 

Philippines Air cargo transport is well serviced with 12 international airports and more than 20 major and minor domestic airports throughout the country thereby enabling CPRSX to export food and products with relative ease.
